I read somewhere that people like college admissions officers can look at student's Facebook pages, and sometimes it can have a positive effect on whether you get in or not, like if you seem like a happy and well-rounded person with a healthy and balanced life. I have my Facebook page set so only people I add as friends can see it. Do college admissions officers have some kind of a way around private profiles or something? Or can they only see it if I'm Facebook friends with them?

No they can't. Especially if it's on a private setting. Usually they don't care enough to look, either. Admissions officers have the ardous task of looking through thousands and thousands of applications - they typically won't want to look into extra things that make the job more time consuming.

Employers on the other hand look if they can. Again, if it's on private they can't. The only people that really look are government jobs such as a police officer. They look regardless of your privacy settings, and they look at your friends, too (but they can't look at your friends if their profile is on private).
