So I was able to call my boyfriend through Facebook calls && I called him twice && he didn't pick up so I was gonna try the third time but it wouldn't let me. I couldn't even click on the "call" icon. What does this mean? Did he block me from calling him? I'm so confused...

Try to restart your broswer

Try to re-install fb call plugin

Its depend on your internet speed . may be you have slow internet connection so calling not possible.
Restart browser again and load page fully then click to call button don't be hurry in slow internet connection.

No Not At All Facebook Does Not Have the Option to Block Someone From Calling Another if its Not Letting you Either the Person May Not Be Online at the Moment Or May Be on A Call With Someone Else you Cant Have 2 Calls Going at the Same Time

You logout the account and login again.
