You can't make 'a new email account in facebook', if you want a new email address then sign up for one at any email provider such as Yahoo, Hotmail, Gmail etc.
If you want to change the email address your facebook uses then go to account settings then email settings and change it.

Depending on the email address you used to make your Facebook account, that's what Facebook refers you as. I think there is a way to edit your email account in the information area. So that people know what email to contact you on. But if you're saying how can you make a new email account on Facebook, there's not really a way. You can make a new email account and sign up for a new Facebook acoount, but that's your only option.
