http://tumblrplug.com/ is a good way in promoting yourself.
- follow similar blogs and blogs that say "follow back" in their description *read their FAQ*
- reblog and like a lot of things
- politely ask people to check out your blog (better chances of following back if they're similar)
- participate in promos (especially if it includes blogs that have a high amount of followers)
- talk to blog owners you find interesting
- try and join a network if you can
- have fun, and make your blog whatever you want!

here's what you do:
-reblog/like a lot of people's posts (they might follow you after they see you in their notes)
-post a lot of original content and tag it with loads of (relevant) tags
-you can search up "follow for a follow" and follow people who'll follow back
-ask people for follow backs
-share your tumblr on other social media sites
-talk to people, whether its by replying, asking, or reblogging stuff and adding a comment

You can use tumblr promotion sites to get followers, but most of those people either follow and unfollow or don't follow back at all. You can always post in the f4f tags on tumblr or you can just run a sick ass blog
