I suppose they can. Even if they can't on FB, they'll always have an email.

Yes They Can Still Read the Message But They Wont Be Able to Respond to it and They Wont See Who Wrote it The Profile Picture Will Be Removed and it Will Just Say Facebook User

yes. i know from personal experience. i had to unblock a user to send them a message and cuss them out.
i deactivated my facebook temporarily since fb makes you wait 48 hours to re-block someone. when i came back, it said he'd seen it
