So, I know how to make the banner.
However, I'm an administrator/creator for a facebook page. And instead of making the banner for the page like I sent it to, it made it for my own personal profile.
So I went to the actual page and individually uploaded the pictures and tagged them. But they will not stay in order. They keep randomizing! And mixing with other random photos within the page. How do I fix this??

You can't put banners that function correct on pages, you can add them to facebook profiles correctly though. You can get Facebook Banners at http://glbanners.com
