On facebook i have noticed apps called Battle of the bands, Realtime Racing, Save the earth... they all seem like the same app because it has the same layout... what i want to know is who made the layout or whatever because the "developers" are never the same... ?

Well facebook only haves a couple of layout options,when you make an app,so they might have all just liked that one,and chosen it.
or maybe they are all friends,and created the apps to look alike.
