No, they cannot. It is against the user's privacy to notify someone when someone views their tweets or profiles. Just like Facebook, the person you view cannot be notified, not even if you save a picture from their page. Any 3rd-party application claiming it does this only grabs your top people you converse with which are, on your Facebook page, the first 10 people ONLY YOU can see under the banner labeled "friends." Other people cannot see who you converse with, whose accounts you look at, or posts/tweets you've read
