Like if you are following a certain celebrity, they will say they have time for Q and A. But when I click the arrow on their tweet to reply them with a qusetion, can they see it, even though they are not following ME? Cuz i have seen when the celebrity replies a tweet to someone, i click on that someone's page and check their followers, and that celebrity isn't following them, but they still replied to their tweet...Can someone help me here? lol

Most of the celebrity twitter is performed by their marketing staff.

No, you don't have to have that person following you to send them an @reply. They can still see it, just choose not to reply to it.
Half the time celebs don't reply to their fans; they have better things to do.
