Social networks are good,but it is better to get back links from pages which have PR 10.You need only 18 back links form such sites to have your own PR 10.
And very good are .edu or .gov sites

There are many ways for getting quality back-link.
Article Marketing:
Post an article on article directory sites such as EzineArticles, ArticlesBase, and GoArticles. To be effective, this should be done daily, or at least a few times a week.
Social Bookmarking
Some of the top social bookmarking websites are Digg, Delicious and StumbleUpon amongst many others. Add your website to as many social bookmarking sites as you can.
Website Directories
Adding your website to website directories such as DMOZ and Yahoo are a must for any website. These are sites with high page ranks and credibility with most search engines.
Forums
Join forums in your industry/niche. Post frequently, and reply often! You are allowed a “signature†where you can include your website and blog address.
Blog Commenting
Find blogs in your niche and post comments often. Your link is usually displayed with your comment depending on the blog platform.
Press Releases
You would use this less often, but occasionally run a press release about your website.
Link Exchanges
Offer to exchange links with websites similar to yours. Make sure it is not a link farm type website, but a quality website compatible with yours.

You can get quality backlink from forum posting, blog commenting, directory submission, article submission, social bookmarking etc. You need do-follow backlink. If you make backlink on pr1 or above site then it will be more quality link. If you are new to this area you can hire someone or you can hire a company to do this job for you.
