I string tennis racquets, and one day, this guy tol me to announce myself online, but where? Is there an iPhone app where I can post that I string racquets? I once downloaded this iPhone app where you post what you do and how much you charge, or how much you'll pay somebody to do something but I forgot what its called. Is there any other app like that?

Instead of starting with an app, first I would create business profile pages on Google+, Yahoo! Local, Bing local, and many other local directories and review sites. If you've got an established business, use your business name, website, and so on. Most of these are free to use.
Google + business pages are what shows up in Google Maps and in the search results for local products and services.
If you don't have a formal business (Inc., LLC, S-Corp, etc.) you may be better off using Craigslist, Backpages, and other classified sites as well as pages on Facebook.
