I want to buy the Nokia Lumia 521 but some websites say that you cannot use certain apps such as Instagram. I was curious would I be able to get Snapchat, Kik, and Instagram on the Windows Phone ?

some apps are not, but similar apps are already avail for lumia

Instagram and kik messenger are already on wp8 store and you can use them on any lumia. Snapchat in not on wp8 store yet, but the company said they were working on it. 6snap is an snapchat client for wp8. Also 6tag is wp8 client for instagram that gives you more options than official wp8 instagram app. So if wanted to go for lumia 521, i dont see a reason you should pull back
