I bought something from ebay but the item never arrived (it's been a month) so I'm planning on asking the seller for a refund. Although, I do feel bad asking them because it's probably not their fault that the item got lost (or if they never sent it, then that's another problem) but please advise what I can say/write so I don't sound rude.

You have a total of 45 days to open a case from the time you made the payment.
If you are past that, you are screwed, you will get nothing.
If not, open a case and say you never received the item.

after opening a case you have 20 days to escalate the dispute to get a refund from paypal (as opening the case initially is just to allow you and seller to work out, if not escalate the case)

its completely their fault.
1) if they did not have tracking, 100% their fault
2) if they did not have insurance covering the package, 100% their fault
3) if they lied about sending it, obv its their fault.
really any situation its them being liable.

if they had tracking and insurance, they will be refunded.
