for traffic to make you money with clicks without you having to create ads and ad links yourself?
(doesnt matter what kind of ad, just looking to have them placed without having to place them myself)

Yes, but it's not that simple. If you don't do the proper work, your website won't receive traffic. And therefore, you won't get paid for any advertisement clicks.
SEO - Search Engine Optimization is what brings you traffic.
SEO can take you 6 months to several years to get set up properly, unless you want to spend thousands on SEO companies.
With that said, I'd look at blogger, it's a very basic platform that will get you set up further in what you're looking to do.
That's not to say it's not a legitimate method, there's plenty of peeople who make a living from ad space on blogs, it's just a matter of getting it set up, because it takes a very long time.
Create a niche blog on blogger and you can get started.

absolutely. You can hire someone to do google ads for you. There are MANY companies that do this. You can find a legit company by searching thru google's list of certified partners.
