Such ads are not appropriate for Yahoo Answers, there's small chances of the right person seeing it anyway.
You might be better off placing a free ad in Craigslist.org which has local ads.
There is lots of outsourced assistance if you can get it done over the internet, sites like odesk.com or vworker.com have plenty of skilled web people.
