the banner is a light blue banner and it continually changes ads. If you click on it in error while trying to delete an email you're redirected to the website you clicked on in error.

It is a way for Yahoo to pay for its free email service. Many people have told Yahoo that it is distracting. Right now there is no way to eliminate it.
