The linkjuice math might work out (most believe PR is driven mainly by links), but I suspect sites have to have other authority site attributes to get such a high ranking.

Commonly link sellers mention a a link pr value, when they are actually referring to the rank of the site's home page, the page rank of the actually page containing the link is what actually counts. The poser of a linking page is also devided by the number of outgoing links on that page.

Definitely possible but I wouldn't count on it. Getting your site submitted on different search engines and directory sites will help boost your PR very quick though. Yes this is true but its like a dream to get backlinks from PR 9 websites with a very low obl.

Yes, but not 100% sure. If your website getting a back-links from .gov .edu (Most trusted) websites and most niche websites your website getting high page rank.
Of course your estimation also true, but Google not guaranteed. That backlinks also must be dofollow,. The Google consider overall ranking factors and finally give page rank.
Think in real time practice, is any website with PR 10?
