yes, impersonation is a crime.

you can report it to fb but i doubt that the law would get involved unless a serious crime was involved.

Yes - to begin with it's copyright infringement and a breach of the DMCA to use another person's photos without the copyright holder's permission. It's also identity theft, invasion of privacy and impersonation to pretend to be another. If you posted anything untrue about that person, you can add libel and defamation charges. If that fake profile was used to harass or bully someone, that adds additional criminal charges

Yes its Against Facebook's Terms of Service to Create a Fake Profile and If That Person Wanted to They Could Take it to the Police
