I'm am trying to rank higher on the search engine for certain key long tail keywords.
When i put my back link on a different site , do i use my main URL for the back link ( http://WWW.EXAMPLE.COM )
or do i use that specific article i want to rank for as a back link (http://WWW.EXAMPLE.COM/BLOG/HOW-TO-BACK-LINK )

This depends how much your keyword and targeted page is relevant. You can target main or sub domain according to your need. Ultimately to increase your search engine visibility your landing page must be informative.
