So, my plan is to make an article directory web page in an eastern european country in our native language. But my question is if I can use some of the internet content of how to's or step by step articles translated from english to the native language, so is this considered as violation of copyrights or not? -

The easiest way is to use a script that is already developed such as the one by Esyndicat (http://www.esyndicat.com).
If you are going to use content from elsewhere, you must give credit to the original creator of the content.

Making an article directory website is hard work!
And yes, translating does not make the work your own, it is best to give credit to others.
I myself own and operate an Article Directory and they can be successful with a lot of hard work.
