Has Obama and his administration passed or proposed any legislation concerning social welfare? What are his views on social welfare?

I am unaware of any. Many might try to say Health Care, but that is mandatory insurance for all, with government only paying for the ones who cannot pay. There is some social pork in there, like making companies over 50 employees make nursing rooms for new mothers, and stuff like that.

The Cap and Trade thing is purely to get us inspired to get away from importing fuels from countries that hate us. Many point out that citizens will get hit with the bill, and this is the goal, to inspire them to make new market decisions. He is also allowing deep ocean drilling exploration take place, to try to help offset as well. This is all pro-business stuff because more money will be flowing around.

He has stayed away from the whole gay thing, from Military to Gay Marriage. This would make him seem like a conservative from this perspective. It's ironic that the Military decided to change gears a bit, and not through Obama's orders.
