If there is a new company like ebay with their domain and host, how can they build such a complicate and fast website like ebay.com?
Are there any good companies who make for them what they designed? How expensive is it? How can we find website engineers?

You can find ready made "Clone" scripts that are supposed to function similar to the real thing. at least they can be a labor saving starting point, here are the first few a search brought up:

You would probably still need a competent coder to whip things into shape, there are many on freelance marketplaces like vworker.com, elance.com, odesk.com
I have heard good things about east European and Russian programmers.
Making such a business a success might require a sustained money losing promotion campaign.

eBay is big. Very big. You need to have a strong team of coders and designers to make such a huge and complex web application for you. I would recommend hiring a team for this as outsourcing the project will cost you a lot of money.
You need to start from a small but complete and properly functioning user friendly website developed by your own in-house team. Eventually it will grow as you will add more features to it and one day it will be as big as eBay. Good luck!
