Ok so,

As I was trying to book a flight about a year ago, I came up with a brilliant idea for a phone application or website. It would definitely make everyone's lives A LOT easier especially if you are a frequent flyer.... How do I go about developing this app/site ??? (Which would ultimately be a way to search for and book flights (like expedia or cheap tickets) but with a different approach. The idea I have in mind (which I don't want to give away) has not been done before.

How do I create such site/app ?

If you learned a bit about the process (there's a make apps at home mini course on Udemy.com) you might be able to supervise outsourced developers on such a process, could cost $300 to $3000 depending on complexity, using an skilled offshore team.

Elance.com, vworker.com or odesk.com are freelancer marketplaces with other projects up for bid you might review.

I actually think getting access to the required data might be the most challenging part, there are 3rd party services you can find on the web, but you may have to make a big finantial commitment to get access to what you need.

You need to learn programming first, thats the starting point. Ideas are a dime a dozen.
