Just to be clear, you can't disable an internet browser. Internet Browsers are just programs that allow you to surf the web. What I think you're asking about is how you can get the Internet Explorer browser.
Just download it and install it as a normal program from here: http://windows.microsoft.com/en-us/internet-explorer/download-ie
If you meant to ask about how to make Internet Explorer your default browser, than it will just ask you to make it the default once you open it.
