If your hosting account has Cpanel, there are free scripts available via Fantastico.

However, please note that many of these free scripts are easily hacked and can attract lots of spam. It is better to spend some money for a more secure system.

if you are using WordPress then you can use a plugin. Sites are not built from scratch using HTML these days; most people use a content management system such as WordPress (which is based on HTML and php). Learning WordPress would be a good move if you want to keep things simple.

There is server side code needed to maintain the forum database. You can't just drop html code into some primitive free static site hosting account.

The previous suggestions were good, one example of a free forum site host is createaforum.com
