Hey,
I want to create a basic forum what are the best ways or websites that can help me make a forum?

A good website would be enjin.com I think they have great forums and fast help if you run in to trouble they are really easy to make and move around.

The easiest way is to find free hosting (something like x10hosting.com). Many of these free hosts have scripts and several different types of forums you can use. I prefer mybb forums. Its much easier to use for beginners than phpbb and the likes. It also has all kind of cool features you can apply to your forums (games, a store, promotions, etc).
So basically here is what you need if you want an independent forum.
1: Hosting (preferably free) that has php, MySQL (Highly needed) and a cpanel (control Panel).
2: Access to free forum scripts such as Mybb, Phpbb and such.
3: Free time to work on your forum.
