You are looking for Forum PHP scripts. Most of the webhosts has them for free.
Choose favorite domain name and than buy hosting on 2,5,10 years.
Every webhost c-panel need to have option for free PHP forum script.

There are free forum hosting sites out there, try a search for: Free Forum Host to get sites like:
http://www.freeforums.org/
They would provide a subdomain, maybe like: yourForum.freeforums.org
Any decent custom domain name is going to cost money, the few free ones are not worthwhile and might be search ranking poison, Google recently removed all 11 Million .co.cc domains from their index due to a high level of fraud associated with the sites.
