I am wanting to start a food blog & am not sure where would be the best place as well as the most popular.
I've heard of blogger.com & weebly.com, but wasn't sure if one was better than the other.

having a blogging site is not the end of the world, as you have to make people read your blog too. so, as soon as you create your blog, you should enter your blog amongst subscription sites so that they promote your blog. they are: rss feed, feed burner etc.
you can also make money through your blogs by offering consultancy, selling books etc. connected with your blog. once your blog becomes popular, you can even offer ad space to related items and advertisers.

I would use Wordpress.com to get started. It is the most widely used blogging platform in use today. If you want to expand later and your blog becomes popular it will be easier to move it to a paid hosting plan which offers more support and features. (your own domain name, your own email address, etc).
