Honestly, it's all luck. If you ever meet them try to give them your twitter name, or ask some friends to DM them your name if they follow him/her. Tweet them at random points in the day in case they're online and just creeping. When they are online and tweeting/following, remember there are a lot of other people wanting their follow too, so maybe act cheeky in your tweet, and hope you stand out.
There are about 2.8 million other people wanting their follow, remember that.
