There are a lot of free website builders out there. Just search for "free website" on Google and you'll find tons of free website builders. If you want a blog, then search for "free blog."

Why don't you give a try to Wordpress? It's really a cool content management system that lets the users to blog effectively with its inbuilt features and plug-in's to enroll, you can get your blog site built at free of cost.
Asides letting yourself with some pre-designed templates, you can try with the CMS and get your blog being voted up!

Google's free Blogger.com is quite popular with over 1.4 Billion pages, unlike many other free hosts there are no paid upgrades, a custom domain name would make it look more professional while also providing you better brand control, you can transfer the name to a different host if needed unlike the free blogger address.
I would use a separate registar, Godaddy.com and namecheap.com are better known examples, search for discount coupon codes.
Setting uip a custom domain name there is a bit more technically challenging than q regular host, there are step by step guides around.
Try Google searching, site:blogspot.com inurl:"cleaning service"
