I currently have a donation bid going on and one guy has no feedback points and is going after the bid no matter what. If he wins and doesn't pay, can I make the guy right under him the winner?

You really have to be accurate on e bay. You should have stated you will receive these items "anywhere from rough shape to good shape or any condition in between, then you would have lessened the expectations of the buyer.

Yes you can but you have got to wait up to 14 days for payment you cant just go off waiting on it a few days and resell it to the next person, if it doesnt work only then offer a second chance offer.

To start with you shouldn't presume that just because someone has no feedback they're not going to pay. We all have to start somewhere! But if they don't pay after a couple of days and don't answer your emails you can start a case against them and make a second chance offer to the next highest bidder. You can do this from the drop down menu on your all selling page.
