#1 don't have a private account, make it public
#2 use popular hashtags. You can download the app "hashtags" and copy and paste them from there
#3 follow back people who follow you
#4 if you have a themed account, like teenager posts, bucketlists, etc., find another account with a similar theme as your and follow some of it's followers. If they liked that account they will probably like your and follow it. If it's a personal account, and can go around finding random people to follow and 75% will follow you back.
