You don't.
You need to login to delete the account, because otherwise anyone could delete any account they want.

if you have access to the email a/c and forgot you FB password, just request for a new password in FB and using the password reset link sent to the email, you can then change the password and later once you get into FB, delete a/c.

See following steps:
★ Go to http://www.facebook. com
★ Click "forgot password"
★ Enter your facebook full name.
★ Enter your facebook friend full name.
★ Choose/identity your facebook account.
★ Choose either email me a link to reset password or text me a code to reset password.
★ Enter verify code that one you have been received on mobile.
★ Type new password & conform password into provides two boxes.
★ Click "Continue" tab to log in your facebook account.
Once you have enter facebook account, you can delete a facebook account by visiting provides below link.
