I'm trying to queue posts quickly by pressing shift + e, but it's not working? Also, I don't really know what to do with shift + e, am I supposed to hover my cursor over the post I want to queue, or what? Please give specific directions.

ooo! i love using that shortcut. i realized that you cannot just click shift+E
you have to use J and/or K first.
pressing "J" will go back a post on your dash.
pressing "K" will go to the next post on your dash.
By clicking J or K, it goes to the exact post and then SHift +E is more accurate. do you know what i mean? i dont even know why its like that.
