Well first of all you have to make sure your site has some good stuff in it that is worth people paying a visit. As for getting the traffic, there are many ways. The slower but still effective way is usually free. For faster ways, usually you will have to pay for the traffic. Research on the keyword you want your site to rank for. Check out the competitors for those keywords and analyze the sites linking to them. Those may be the very same links you need to have on your site.
