Sometimes I've seen private blogs on tumblr (meaning password protected) but there is still a theme (somewhat). Like there is a background still or a picture of a "message" of sorts, but still asking for a password. Do you know how to customize a blog that is password protected? or at least just add a message for people to see when they get to the blog?

No, you can't interact with the users of protected tumblr blogs.
