I am geting a new phone for x-mas and I don't have unlimited data so am I oing to have to pay to go on instagram or not

yes, you use the web to connect to it, so you will be charged for the data usage

Instagram will use your data. Use it when you're connected to wifi only and you should be fine.

If you have Wi-Fi available, you can off-set data costs by joining your Wi-Fi network and using it for data while you're within your network.
