Um....it doesn't matter. There's no perfect time to change your profile picture.

the best time is around 3 o'clock when everyone is on for at least 15 minutes or so. that way they see it and like it and you have the rest of the day to obtain more likes.

2010 would have been a good time to change your prof pic. Now (2014) would be a good time to change to another social media outlet.

Depends on how busy the site is... I was on Facebook for about 2 weeks, found it very boring. I ended up with about 100 friendship requests... Didn't know 99% of the people... They just linked in because they were friends of friends of friends....of people I knew... Really wasn't interested in what "Joe Blow" had for breakfast or what program they watched on T.V. :-)))
