I have reformatted, cleared, and re-installed Windows 7 because it was not working properly. I've tried everything on the internet before re-installing, including CMD DNS configurations.
Even now, only Facebook and Gmail is the only thing my internet is connecting to.

Do NOT mess with DNS manually, you just make it worse. ALL your TCP/IP configuration MUST be set to automatic. Did you try restarting your router? Have you checked it is configured correctly? Are there other machines on your network and is one of them seriously infected with spyware.

You might have to call you Internet Service Provider there be something wrong at their end make sure you don't have virus on your computer.
