If I set my Campaign Budget for promoting my video to say £1 is that how much I will pay altogether or per view?

I have not heard of people promoting videos with Adwords, it's too expensive, underground paid view sort of services can help organic search ranking. Most other paid ad systems will be cheaper.
Adwords budget is usually the daily spend limit, keyword bids establish your click costs. You may see 1 to 5 clicks for £1 depending on the keyword.

IT depends either you are doing cpm or cpc.

I currently run Youtube AdWords campaign for Video. CPV is approx $0.02 so i think that for 1 GBP you can get approx 50 views.
If you run AdWords campaign for website (keywords, etc) CPM is different there and price vary from $0.10 to $50 and even over.
