Follow/RT not always an endorsement. seen statements like that on a few people's accounts. what does it mean?

If you follow them and retweet them they will follow you back. And sometimes it will give you more followers

It means "Do not assume that everyone I follow or retweet is someone I agree with." This is aimed specifically at people who are looking for ways to stir up trouble, since for some inscrutable reason we're not allowed to shoot them.

I think Endorsement means approve. So just because someone Follows you or RTs one of your tweets it does not mean that they necessarily approve of what you have tweeted. Although to Repeat Tweet you (can't think of the word) - that is to bring one of your tweets to the top of your timeline and everyone who is following you and the person who has RT'd you would be an approval of what you said, it does not necessarily do more than that. If say the Royal Family RT'd you it would not mean anything more than that they like what you said but you'd be forgiven by everyone on Twitter if you think it did - Also to Follow means that a person likes what you have tweeted at that moment and in continuing to Follow may not approve of every tweet that you make.
