When we pay for item on ebay.Does that is that price include shipping expenses or we have pay shipping expenses on delivery?

Yes when you pay on ebay, the seller will add a shipping cost to the total you have to pay. The price doesn't include a shipping cost.
No you don't pay shipping on delivery. It has been paid when you pay your auction.

whenever you buy online you pay at the time of purchase ( the price of commodity which you bought and its shipping cost ) so ebay have same rule.
seller always include shipping cost in the total price of commodity which you are going to buy. Seller will let you know total amount when you pay for auction.
