Family Group is Anyone That you Add Under your Family Area If you Want to Apply a Setting to Family Only When you Go to Edit your Privacy Settings Like For Posts you Will See the Current Setting Click on it than Click on See All Lists Than Click Family

if you make family group in facebook you can change its privacy setting and there are a few options about privacy. it depends on your privacy setting if you allow public then can see your group otherwise only the people who are in group can see it or a list of your friends who are allowed to see it.
