I'd like to write a note to several friends of mine about something personal, but I really don't want the facebook community and the 200 or so facebook friends I have to be able to read. I would prefer only the specific people I tag to be able to read this note. I'd also really not like to send them all a message, I'd rather they just read my note if they are interested.

I've had a look at the privacy settings in notes. I see there are options for the network, only friends, friends of friends, but I found nothing about only the people who are tagged in the note.

Does anybody know how this is possible to do?

when your done the note it will say privacy (who can see this)
click customize in the drop down thing
then click "some friends"
then type the names of your friends
your welcome

You can do it by checking the setting of writing a note. Just list the name of the friends you wanted to see the note.
