Should i make a twitter account just so I could get this girls number? i talk to her its no like were strangers. We have spring break so I can't ask her in person.

Creating twitter account is not the best way to get any girls number, you should try something else like find her on any other social media network like facebook & google+ and send her friend request then you try some things that you have described in your question.
