If you know there address you should know what county (not country) they live in. Most counties have something called an assessor.
You would google that county's assessor and it wold look something like this.
http://www.co.pueblo.co.us/cgi-bin/webatrallbroker.wsc/ackatr.p
From there you would be able to plug in the information you have and find their name.
However, not all counties put the assessors online and in that case your best bet would probably be to see if they are in the phone book.
