I'm confused? I just created my profile for this and put all my information in. Now, do I add recruiters that I know in HR departments or are they supposed to come to me?

You may mail your CV to all the recruiters that you know of. The linked in profile does not gaurantee you any thing - least of all the interview calls from potential recruiters!

you may add the recruiters you know & they may accept or decline.

If there is someone you know & want to add go ahead & do it. don't wait on them because they may not be looking for you or aware that you're on the site.

and as already pointed out, if you're looking for work, I suggest you contact the recruiters directly rather than rely on linkedin

If you have a personal or professional relationship with recruiters in HR departments, you can request to add them to your linkedin network. They would then have the option to accept or decline. You don't have to limit your linkedin network to only recruiters though. You can also add friends, colleagues, and other contacts to your network.

You can also apply to jobs through linkedin's job section. Some job postings even list the recruiter responsible for that job posting, so you can contact that person directly. As others have said, contacting the recruiter directly would be the most efficient way of getting a response, especially if you're looking for a job right now. Good luck!
