Keyword stuffing is don in the visible content of a page, header, body text, etc., meta data stuffing I believe an also involve keyword stuffing but in off screen data lists that search engines might consult. Google and other search engines are known to now completely ignore the meta keyword list, which was used too often for deceptive manipulation. Meta description appear to be a ranking factor, as well as being the text that often will be used in the search result summary of a page, making it the first opportunity to get your message to a user.

Always use keyword variations to avoid keyword stuffing.
