You can get hosting for as low as $100 or free hosting which is not preferred because then the content you write or buy is there property then. then you can get a premium theme which can cost you money or a free theme which is online. Then a Content creator could vary from $3 a post to $10 a post and if you want a SEO Optimized post it would cost minimum $5 for a post.
Then there is also advertising cost as to a commercial website that would cost as much as you want as you can set the limitations.

My Preferences to Go with are as follows -
1. Hosting - from HostGator -> Link is below
http://secure.hostgator.com/~affiliat/cgi-bin/affiliates/clickthru.cgi?id=arorakaranveer

and while selecting a packet enter coupon code - 9871780785 -> To get a discount of 25%

2. I would prefer a content managing System of WordPress as it is easy and the most productive.
-> you will get the setup of WordPress and many more automatically when you get hosting at HostGator from this link - http://secure.hostgator.com/~affiliat/cgi-bin/affiliates/clickthru.cgi?id=arorakaranveer

3. There are many content creators online including me - I prefer SEO friendly posts which have the more chance to show up on Search Engines.
-> If interested Contact me at beetelbite@gmail.com or on arorakaranveer@yahoo.co.in we can discuss it online.

4. I prefer Google adwords to any other advertising as it brings more views in less cost.
