Besides the hosting cost.. is there an extra fee from wordpress.org?

To buy first domain name I important and then hosting..
These both require some cost to buy.

Wordpress as well as a galaxy of themes and plugins are available for free.

A more professional wordpress based site might buy a higher quality custom theme and advanced plugins.

Some start with the slightly limited free hosted version at wordpress.com, which does have some paid hosting upgrades as well, this is a separate entity from wordpress.org.

Wordpress.org software is 100% free.

The only other necessary costs on your end would be a domain name and a webhosting account. The domain will be a one-time fee plus an annual renewal fee (usually in the ballpark of $8.50), and hosting is a monthly fee (you can find cheap shared hosting at around $5/mo these days, and simply upgrade in the future when necessary).

Wordpress in and of itself is free, as well as many of the plugins, however, some of the premium plugins cost money.

wordpress is a open source program completely free

you can even get a free wordpress blog from wordpress.com which doesn't involve any cost or maintenance.

The content management system doesn't cost anything, you just need a hosting account to set it up. But there are a plethora of plugins that can cost, so really depends on what you want to do http://wordpress.org/plugins/ Lots of stuff about!
